Bump dh compat to 9 for multiarch and additional debug symbol features
* Enables compressed debugging symbols, saving > 50% space on disk
* Enables Build-IDs for debugging symbols
* Enables multiarch support, /usr/lib/zsh becomes e.g.
/usr/lib/x86_64-linux-gnu/zsh on amd64
